A new generation of AI-powered streetlights is quietly making its way onto English streets, and the debate around what they mean for everyday life is only just getting started.
Warwickshire-based company Conflow Power Group has developed what it calls iLamps, described as the first of their kind in the UK. These are not your average streetlights. They come fitted with cameras capable of reading number plates and recognising faces, run partly on solar power, and are designed to feed excess energy back into the grid. On the surface, they sound like a neat bit of kit. But privacy campaigners are raising serious questions about where this technology could lead.
The iLamps are being pitched partly as a public safety tool. Supporters argue that smarter streetlights could help police track down missing people faster, catch criminals in the act, and generally make towns and cities safer. Given that the UK already has one of the highest concentrations of CCTV cameras in the world, along with widespread automatic number plate recognition systems, some people will shrug and wonder what the fuss is about.
But the concerns go beyond what these lamp-posts can do right now. Civil liberties group Big Brother Watch has flagged that the hardware being installed today could easily be upgraded in the future to include far more invasive AI capabilities. We are talking about things like gait analysis, which can identify a person purely from the way they walk, and systems trained to flag so-called suspicious behaviour. Neither of these features exists in the current iLamps, but the infrastructure would be there, ready and waiting for a software update.
That is the part that makes privacy experts nervous. Once the physical kit is in place across England’s streets, the question of what gets switched on later becomes a political one rather than a technical one. And politics, as anyone paying attention knows, can shift quickly.
The timing of this debate is particularly pointed given recent comments from Home Secretary Shabana Mahmood, who has publicly spoken about her belief in what she called a panopticon state, a reference to a model of surveillance where citizens can be watched at any time. The panopticon idea dates back centuries but has taken on a very modern relevance as AI and camera technology become cheaper and more powerful. Critics were alarmed by the language, and the arrival of AI-enabled street furniture has given those concerns fresh urgency.
The question of data ownership sits at the heart of all of this. Every time one of these lamp-posts clocks a face or a number plate, it generates data. Lots of it. Who stores that information? How long is it kept? Can it be shared with third parties, including foreign governments or commercial companies? These are questions that do not yet have clear answers, and the lack of a solid legal framework around smart street infrastructure is something campaigners say needs to be sorted out before the rollout goes any further.
England already sits in a strange position when it comes to surveillance. Decades of investment in CCTV have normalised the idea of being watched in public spaces to a degree that would surprise people in many other countries. But there is a meaningful difference between a static camera recording footage and an AI system actively analysing behaviour, cross-referencing identities, and potentially flagging individuals to authorities in real time.
For now, the iLamps being trialled in Warwickshire represent a relatively modest step. The solar-powered element is genuinely useful, and the basic camera functions are not dramatically different from what already exists on many high streets. But the direction of travel is clear, and the decisions made now about regulation, transparency, and oversight will determine whether smart lamp-posts end up being a genuine public safety tool or the foundation of something far more intrusive.
Public consultation on how this technology is rolled out more widely has been notably thin so far. Most people walking past a new lamp-post would have no idea it was any different from the one it replaced. That lack of visibility, campaigners argue, is itself part of the problem.
