London Playgrounds Hit 53C as England’s Cities Struggle to Handle Extreme Heat

A thermometer reading of 53C was recorded at a London playground in recent weeks, and it’s the kind of number that stops you in your tracks. Not air temperature, but surface temperature, the kind kids actually touch when they grab a metal slide or sit on a rubber swing. Greenpeace captured the reading during one of the latest heatwaves to bake the UK, and it raises a pretty uncomfortable question: why are our cities so completely unprepared for this?

England has been hit by a string of intense heat events in recent years, and the pattern is only going in one direction. Scientists are warning that a so-called Super El Nino weather system is building, which could push temperatures even higher next year. For cities like London, Manchester, and Birmingham, which were largely built for a cooler, wetter climate, that is a serious problem.

The issue is not just discomfort. Extreme urban heat kills people. The elderly, young children, and those with existing health conditions are most at risk. During the 2022 heatwave, England recorded thousands of excess deaths linked to the heat. Hospitals and emergency services came under enormous pressure. And yet the physical fabric of our cities, the concrete, the tarmac, the lack of shade and green space, remains largely unchanged.

Playgrounds are a good place to see the problem up close. Metal equipment absorbs heat and can cause burns on contact. Rubber surfaces, widely used as a safety measure under swings and climbing frames, can reach temperatures that would blister skin. Tarmac surrounds many urban play areas, adding to what experts call the urban heat island effect, where built-up areas trap and radiate heat far more intensely than surrounding countryside.

Some councils and designers are starting to respond. There are playgrounds being built or retrofitted with more natural materials, better tree cover, water play features, and lighter-coloured surfaces that reflect rather than absorb heat. Shade structures are being added. Water misters are appearing in some public spaces. It is a start, but the pace of change is slow and patchy, and it is often wealthier areas that benefit first.

The broader picture for English cities is daunting. Green space has been squeezed for decades as housing demand has driven development. Street trees have been felled rather than planted. Rivers and streams have been buried underground. All of these decisions made sense at the time, or at least seemed to, but they have left cities with very little natural cooling capacity.

Urban greening is now being talked about seriously in planning circles. More trees, green roofs, rain gardens, and restored waterways can all help bring temperatures down and manage the heavy rainfall that also comes with a more volatile climate. Some cities in continental Europe, particularly in Spain and France, have moved faster on this than England has, partly because they have been living with intense summer heat for longer.

There is also a question of who bears the cost. Retrofitting a city for climate resilience is expensive, and local councils in England have been dealing with years of funding cuts. Without serious investment from central government, the changes needed will happen too slowly and too unevenly.

For parents trying to take their kids to the park on a hot day, the abstract policy debate does not really matter. What matters is whether there is somewhere safe and cool for children to play. Right now, in too many parts of England, the answer is no.

With another potentially record-breaking summer on the horizon, the pressure on decision-makers to act is growing. Planting a few trees and sticking up a shade sail is not going to cut it. England’s cities need a serious rethink of how they are designed and managed, and they need it faster than the current pace of change suggests is happening.
